More than a year after a warrant was issued for the arrest of a roofing contractor charged with defrauding two-dozen customers, he was booked into the Greene County Jail.

Glenn M. Jessen, 54, is charged with 24 counts of the class E felony of deceptive business practices. Jail records show Jessen was booked in jail May 22.

Jessen turned himself in on Wednesday morning, according to a spokesperson for the Greene County Sheriff’s Office.

Missouri Attorney General Andrew Bailey announced in 2023 his office was filing the charges following a KY3 investigation that found several customers who paid Jessen’s businesses thousands of dollars for roof repairs or replacements, and the work was never done.

Jessen operated Midwest Roofing Commercial and Residential and Overland Roof Exchange — companies that are not affiliated with Midwest Roofing located in Eldon and Springfield, or Midwest Roofing and Supply in Springfield.

The felony complaint alleges that Jessen’s businesses falsely promised to replace roofs, gutters, and siding for consumers’ residences in exchange for upfront payments. However, once paid, Jessen abandoned the projects after failing to complete the promised services for three consumers and failing to provide any services for the remaining 21 consumers.

Fifteen of the people who say Jessen defrauded them were elderly. The consumers’ aggregate losses total $148,336.44, according to Jessen’s indictment.

“As Attorney General, I will uphold the laws as written and defend innocent Missourians from being ripped off,” Attorney General Bailey said in a news release. “I’m proud of the work done by our Consumer Protection Unit every day to protect Missourians, and we will continue to use every tool at our disposal to safeguard against deceptive business practices.”

According to online court records, a warrant for Jessen’s arrest was issued after he failed to appear in court on May 5, 2023.

Jessen does not yet have an attorney of record, according to online court information on his case.
